The Problem: Navigation Without Google
You're in the field. Cell service is gone. Your internet connection is dead. Maybe it's a disaster response, maybe it's a remote op, or maybe — just maybe — something much worse has happened and the digital infrastructure most people depend on isn't coming back any time soon.
You need to get somewhere. Turn-by-turn directions would be really helpful right now. But Google Maps is offline. Apple Maps is offline. Waze doesn't exist anymore in this scenario. What do you do?
If you have ATAK and a little preparation, you don't have to live like it's 2005. The VNS plugin has you covered.
Wait — How Does GPS Even Work Without Cell Service?
Here's something a lot of people get wrong: GPS doesn't use cell towers or the internet. Your phone's GPS receiver is communicating directly with satellites orbiting 12,000+ miles above the Earth. Those satellites are broadcasting their location and a precise timestamp continuously, and your phone uses signals from multiple satellites to triangulate exactly where you are. No cell service required. No internet required. Not even a SIM card.
It's the same reason that a dedicated GPS unit works in the middle of nowhere, even if you have no cell service. Your phone has the same underlying technology built in.

So even in a scenario where the entire communications infrastructure is down, you still have GPS. And if things have really gone sideways on a civilizational level — well, those satellites have been up there for decades and are designed to run autonomously for years. You've got some time before they start drifting out of orbit. Probably enough time to figure out where you're going.
The only thing GPS can't do on its own is give you road-snapped, turn-by-turn directions. That's what VNS handles.
What Is the VNS Plugin?
VNS stands for Vehicle Navigation System. It's a free ATAK plugin developed by PAR Government that adds turn-by-turn navigation to ATAK — including fully offline routing once you've loaded road data for your area.
When it's set up, VNS can:
- Snap your routes to actual roads instead of drawing a straight line through a lake
- Give you audio and visual turn-by-turn cues as you drive
- Re-route you automatically if you miss a turn
- Work 100% offline with no cell or internet connection
Three routing modes are available: Google Directions (requires internet), a private PAR routing server, and fully offline routing using road data you download in advance. For our purposes, we're focused on the offline mode — the one that works when nothing else does.
What You'll Need
- An Android phone with ATAK installed
- The VNS plugin APK (from tak.gov or Google Play)
- WiFi for the initial road data download
- A few minutes to set it up before you need it
Part 1: Installing the VNS Plugin
Option A: Google Play Store
The easiest install path. Search for "ATAK Plugin: VNS" on Google Play, or go directly to:
https://play.google.com/store/apps/details?id=com.atakmap.android.vns.plugin
Tap Install. Once it's downloaded, open ATAK — the plugin will load automatically.
Option B: TAK.gov (Recommended if You Have an Account)
TAK.gov is the official source for ATAK and all its plugins, and it's the most current version.
- Go to tak.gov and log in (free account required)
- Navigate to Products → ATAK Plugins → VNS
- Download the VNS APK file to your phone
- Open your phone's file manager, find the downloaded APK, and tap it to install
- If prompted, enable "Install from unknown sources" for your file manager — Android requires this for APKs installed outside the Play Store
- Once installed, open ATAK — VNS will appear in your plugins

Why TAK.gov? The Play Store version may lag behind on updates. If you're maintaining your kit for operational use, TAK.gov is the authoritative source.
Part 2: Downloading Offline Road Data
Part 2: Downloading Offline Road Data
This is the step most guides skip over, and it's the one that actually makes offline navigation possible. Without road data loaded on your device, VNS can't route you anywhere.
The good news: VNS handles this for you from inside ATAK. You just need WiFi.
Manage Offline Regions (Do This First)
- Connect your phone to WiFi
- Open ATAK and tap the VNS button in your toolbar
- Tap Manage Offline Regions
- Browse by state or region, find your area, and tap Download
VNS will pull the routing data directly and store it automatically — no file management, no folder paths, no manual steps. It does take a few minutes depending on your connection since these files can run several hundred megabytes for a full state. Start it at home before you head out.
Download your state and any neighboring states you might travel through. Storage is cheap. Running out of routing data in the field is not a problem you want.
Version note: Make sure your VNS plugin version matches your ATAK version. If Manage Offline Regions isn't responding or the download fails, that's usually a mismatch — update the plugin from the Play Store or tak.gov and try again.

Part 3: Starting Navigation
Now the good part.
Method 1: Quick Nav (Easiest — Start Here)
Quick Nav is for navigating between two points right now, by tapping the screen — like a child.
- Tap the VNS button in the toolbar
- Select Quick Nav
- Tap where you want to go on the map.
That's the whole flow. If you need markers or an address, use full route planning below.

Already got a marker down? There's an even faster shortcut.
Method 2: Navigate to a Marker
If you already have a marker on the map — a TOC, rally point, cache location, whatever — this is the fastest way to get moving.
- Tap the marker on the map
- In the radial menu that pops up, tap the flag icon
- VNS immediately starts calculating and displaying navigation from your position to that marker

Method 3: Automatic Planner
Reach for this when you have internet access or don't have markers — but do have a specific route type, an address, grid or lat/long coordinates, or a waypoint to force a detour.
- Tap the Menu → select Routes
- Tap the + button at the top and choose a route type: driving, walking, flying, swimming, or watercraft (driving for most cases)
- Tap Use Automatic Planner — this brings up start, end, and an optional waypoint field for detours

To fill in those points, tap the hamburger menu on the right side of the window. Four icons:
- Globe with an arrow — MGRS, Lat/Long, UTM, or Address. Address needs internet; the coordinate formats work offline.
- Crosshair — tap directly on the screen to set your two points. Fully offline.
- Stopwatch — pulls from your history of previously entered addresses. Needs internet.
- Broom — clears the points.
For a fully offline workflow: crosshair (tap-to-set) or MGRS/Lat-Long/UTM. Address lookup needs an internet connection, though you can use history.
Method 4: Follow an Existing Route
Sometimes the route matters more than letting VNS calculate its own. In a disaster response scenario, another team may have already driven a corridor and marked a safe, cleared route in ATAK — following that specific path matters more than whatever VNS would suggest on its own. Same goes for off-road ops: if your team has mapped a trail, track, or cross-country route, you can navigate it with VNS even where there are no roads to snap to. The route is the route.
If you already have a route built in ATAK (from a data package, shared by a teammate, or drawn manually):
- Open the Menu → select Routes
- Select the route you want from the list
- A row of buttons pops up along the bottom — tap the green flag
- VNS immediately begins navigation to the route's start point

During Navigation
- Turn instructions appear as on-screen banners and are called out via audio
- If you miss a turn, VNS will automatically re-route from your current position
- Your position, route, and any team markers from your TAK server all stay visible simultaneously — you don't lose situational awareness to use navigation
To stop navigation at any time, open the VNS menu and tap Stop Navigation.
Wrapping Up
Once you've done the prep — plugin installed, road data loaded, routing set to offline — actually using VNS takes about ten seconds. It's genuinely that simple once the groundwork is in place.
The key is doing the groundwork before you need it. Download road data for your state and any adjacent states you might operate in. Keep it updated when you update your offline maps. Treat it like any other piece of gear — check it, maintain it, and don't be the person who discovers it's not working when they're already lost.

There's a follow-on capability worth knowing about: you can connect VNS to Google's routing API to get live traffic, road closure updates, and real-time re-routing from within ATAK. It adds a layer of awareness you don't get from static offline data alone.
The catch is that setup is a bit more involved — it requires an API key and a few configuration steps. We'll put together a separate guide covering exactly how to wire that up. For most situations, the offline setup in this guide is what you want. But when you're operating somewhere you have connectivity and want the added intelligence, the Google integration is a solid upgrade.
